The City of Shakalu Biriz

Overview
Shakalu Biriz is a mid-sized port city. It serves as a trade hub between the other ports on the lake on one hand, and more land-inward cities like the capital and Kitin Manar. The city is quite literally divided into lower and upper class by cliffs. Most of the labourers and lower craftsmen live on the lower shores. Guild members, most clergy, upper military staff, members of the Spenver family and rich merchants live on the plateau atop the cliffs.

Politics
The Spenver Family have a tight hold on all that goes on in the city ever since the Galloport family died out.. Anyone that may be problematic for anyone or anything atop the cliffs will have to deal with any of the four Spenver sons.

Trouble on the lower level typically gets resolved by a brawl or arm wrestling competition in The Wily Wench.
